PREAMBLE

We the individual human beings of the planet Earth, having now recognized the severe limitations we have imposed upon ourselves through our acceptance and support of outmoded religious, political, cultural, social, educational, judicial, military and economic systems and values, now declare our freedom from all of these, and therefore give no further belief or energy toward them. These limits to our power of choice are now obsolete.

We also recognize that, in attempting to separate ourselves from the natural order of our environment, we have lost our living and loving inter-relationship with the Spirit of the Earth, and the Spirit of the Creator, and it is now our sincere desire to work toward regaining our sense of harmony with our planet.

We now seek to strive for a Greater Vision of who we are and who we may become, awakening to the realization that by fully exercising our free will and sharing our true expressions of love and compassion toward one another, we—both individually and collectively—have the choice to co-create and build together a positive life-affirming global future of our own making.

We let it be known by the issuing of this "Declaration" that what is contained herein is NOT to serve as a vehicle for the setting up of any form of succeeding government, rulership, or central controlling body whatsoever.

The stated purpose of this document is to do away with all facets of central control, to guarantee the Rights and Responsibilities of all planetary individuals, that they are the sole authorities over their own destinies, and to establish as flexible a framework as possible which allows fair, equitable and harmonious inter-change and inter-relation between individuals, between individuals and the Spirit of the Earth, and between individuals and the Spirit of Creation.

We are very much aware that these momentous decisions we have now made are part of the ongoing process of evolution, whereby humanity as a whole is progressing to the next step in our discovery and exercise of the true meaning of FREEDOM. Together, we have moved through three Great Ages of Awakening.

First, the Old Age of the past was one of RULERSHIP. It was a time in which humanity completely gave away to others our power and freedom of choice. Pharaohs, emperors, queens and tyrants held absolute political and legal authority over their subjects. Vast empires and invading armies controlled wealth by exploitation and plunder. And high priests, priestesses and cult leaders dictated all spiritual truths, being the only accepted mouthpieces for all-powerful deities, who ruled over human fate.

During the succeeding Present Age, we have lived through a time of REPRESENTATION. Humanity learned to give away only part of our power of freedom and choice. Presidents, prime ministers, members of parliaments and congresses were elected as representatives of the people. Judges and lawyers represented clients in courts of law. Paper money and banking systems represented the illusion of value placed on commercial goods. And popes, bishops, ministers, gurus, monks and priests acted as intercessors and interpreters for their disciples and congregations of the will of God.

This moment here and now in history testifies to the death of the Old Age, the final culmination of the Present Age, and the birth of yet another development, heralding the beginning of the Age of Renewal. This is the dawning time of RESPONSIBILITY, when humanity fully owns our power of freedom and choice, and expresses it as true planetary individuals.

Each person now has the Rights and Responsibilities to direct voting on all world issues, to speak for themselves in matters of legal arbitration, to exchange economic services value for value, and to seek their own personal relationship with the Earth and the Divine source.

What this Age of Renewal is founded upon is the basic truth that each and every individual possesses PRIMARY HUMAN NATURE. Only as each individual acknowledges it and takes full responsibility for its exercise in balance with every other individual's PRIMARY HUMAN NATURE, can there be a real sense of freedom and choice for all.

Herewith are the PRECEPTS OF MUTUAL UNDERSTANDING, upon which all forthcoming Rights and Responsibilities are to be fully based:

I. It is the Primary Nature of the Human Spirit to be free, to express that freedom through its creativity, and its ability to see new potentials.

II. It is the Primary Nature of the Human Soul to find its own individual connection with the Earth, and with the Divine, and discover its purpose for being.

III. It is the Primary Nature of the Human Mind to thirst for all knowledge and wisdom, and to discern what best can be applied to make the world a better place.

IV. It is the Primary Nature of the Human Heart to love and be loved, to be able to share its innermost passion and joy for life, and for all living things.

V. It is the Primary Nature of the Human Physical Body to be in total health, to seek a comfortable existence, and to strive to fulfill its sense of accomplishment.

VI. And it is the Primary Nature of Human Consciousness to desire that all the many aspects of Human Nature be fully exercised without restriction. This desire is not only for itself, but for every individual everywhere. For the Vision now awakened within each Human Consciousness is that the whole world may enjoy all the many expressions of Human Nature, as One Harmonious People.

Furthermore, we fully recognize the historical truth that if any existing or future law, ruler, or government, or religion, or social structure, or economic system, or military or legal power attempts to unduly restrict any aspects of the exercise of PRIMARY HUMAN NATURE, then that restriction will inevitably fail. For while the enforcement of restriction may prevail for the moment, it is the innate freedom of human nature that shall always endure and triumph in the end.

We accept that as a workable framework within which to accomplish our stated goals and principles, we give ourselves certain RIGHTS as planetary individuals, that allow for a more complete sense of self-awareness, self-expression and self-evolution, yet in balance with a means toward initiating beneficial cooperation among all individuals for the planetary good.

We also affirm that RIGHTS alone cannot exist without taking on an equal apportionment of RESPONSIBILITIES. A positive, life-affirming global future can only begin first within each one of us, and our chosen individual ABILITY TO RESPOND to new opportunities and possibilities as we perceive them, take personal action toward their manifestation, and fully accept the consequences as being of our very own creation.

We realize further that any contract involving an agreed upon framework of inter-relationship, to be globally workable and applicable, needs a firm fundamental belief in ONENESS, which offers each individual universal guidance in everyday living on a deeply personal level, through a continual ongoing process of loving and truthful renewal and rebirth.

This philosophy of ONENESS serves as a quantum leap beyond RIGHTS and RESPONSIBILITIES alone, being a third point of synthesis, as it instills the framework of interdependence with the positive life-affirming energy of ATTUNEMENT and HARMONY among all participants. This is the essence of ONENESS within ourselves, with others, with the Earth and with the Spirit of Creation which we seek to ultimately express and fulfill within our individual and collective lives.

We likewise acknowledge that we are living at a momentous time in history, having entered into a new century and new millennium. Where before such thresholds were accompanied with fear of the end of the world, let us now work for the new Third Millennium as a potential Time of True Peace, an Era of World Harmony—an Age of Renewal.

Let all the old fears based on greed, intolerance and inequality, inherent in the old and outmoded systems of power, fully fall away. Let this New Millennium we are now in be the promise for a New Humanity, and a New Earth realized.

We now call upon all planetary individuals to take this Declaration to heart, to find ways of inaugurating its Rights and Responsibilities within their lives, in every way possible in this present moment. We also dedicate ourselves to work toward a common global goal—that this document shall now take effect, totally and completely, on a truly world-wide level of participation. Let this dawning time in history be marked not by Revolution, but by Evolution, a peaceful and tranquil transition, whereby humanity everywhere may exist together in the Third Millennium in freedom, yet as a people responsible for that freedom on all individual and collective levels.

Let this now be our hope and prayer, as an emerging one world, one humanity, one life, and one harmonious consciousness. There is no greater power than our ability to choose. May true ONENESS now be born within us all.

DECLARATION SUMMATION

The major obstacle to humanity's further development has been in the creation of centralized human authority. What is needed now is to formulate a new framework of inter-action, one not based on control of a few over the many, or of the many controlling over the few, but rather of all being in cooperative harmony with all.

Our continued evolutionary growth is firmly rooted in being in attunement with the planetary natural order, and being in at-one-ment with the Divine universal order—not as these have been interpreted and dictated by an outer human ego-centered authority, but instead as they are honestly expressed from deep within each human consciousness freely acting and co-creating together.

If all forms of centralized human authority were done away with, replaced by a simple framework that guaranteed equality of expression for all, then the guiding voice of the Earth would be heard more clearly, and the Spirit of the Creator would move with greater synchronicity throughout the human collective, in wholeness and in holiness.

To achieve such a universal state of ONENESS is the ultimate goal of this "Declaration."

Let all these Articles of Rights and Responsibilities contained herein become the basis for a truly global harmony among all humanity, and the foundation of a sacred new Civilization of True Peace, for the Third Millennium.

DECLARATION SECTION A. ARTICLES OF THE SPIRIT

Article A-1. It is my RIGHT to have and to exercise a personal relationship with the Spirit of the Creator, in whatever form or belief or philosophy I choose to express that Existence within my life. I fully accept that I am ultimately my own inner priest/ priestess in making my Divine connection.

Article A-2. It is my RESPONSIBILITY to nurture and maintain a continually growing inner spiritual transformation, recognizing that this is the basis for all other growth. If a spiritual source of love and harmony does not first exist and prosper within me, it is not mine to share on any level of inter-relationship with any other individual, with other living things, and with the Earth.

Article A-3. It is my RIGHT to freely share my spiritual beliefs with whoever I choose. I do not have the Right to coerce, cajole, dictate, nor by any means manipulate or force others into accepting my particular spiritual beliefs.

Article A-4. It is my RESPONSIBILITY to be only a spiritual example, to offer spiritual guidance or counseling services only where genuine interest is first expressed by others to accept these. I affirm that what I share has its source in true Divine Essence—that it is life-loving, life-giving, life-healing, uplifting, creative, inspirational, and pointing to the harmony and Oneness of all things.

Article A-5. It is my RIGHT to choose from among any individual who offers their services of being a guide or counselor.

Article A-6. I recognize that my spiritual growth is my own RESPONSIBILITY and mine alone. I am not obligated by anyone else's belief system to pursue any path of spiritual growth other than my own.

Article A-7. It is my RIGHT to practice whatever ritual, ceremony or discipline that enhances and accentuates my spiritual growth, whether as an individual, or as a participant in a mutually complementary group activity.

Article A-8. It is my RESPONSIBILITY to insure that whatever my spiritual practice is, that in time, place and in situation, it does not infringe upon the Rights and Responsibilities of others' spiritual practices, nor causes harm, injury, illness or involuntary death, nor damages the Earth, life, consciousness or the environment. I also affirm that my practices will in no way act as a coercion for converting others to join my practices.

Article A-9. I have the RIGHT to choose and create a Sacred Space, a special place where I may go and spiritually grow and exercise my spiritual practices, either as an individual or in a group activity. I also have the RIGHT to reshape or add to my Sacred Space by creating art, placing objects, erecting monuments or building structures that complement its Sacredness. I do not have the Right to exclude any other individual who wishes to share my Sacred Space, as long as they honor and respect its Sacredness.

Article A-10. It is my RESPONSIBILITY that in choosing and creating Sacred Space, that it does not infringe upon the Rights and Responsibilities of other individuals, nor does it infringe upon either the Sacred Space of others, nor infringes upon the private living, creating, producing, servicing, learning, expressing, or arbitration spaces of other individuals. I also accept that in choosing and creating a Sacred Space, that it be done so in total harmony and respect for the Earth, her living energy systems and her inherent beauty, and with the living nature kingdoms within the Sacred Space. Any art, object, monument or structure I and others choose to put there is also to be in harmony and respect of the Earth, consciousness, all life and the environment.

DECLARATION SECTION B. ARTICLES OF LIFE

Article B-1. I have the RIGHT to life, to living, to being alive, and to protect, preserve, maintain and improve all aspects of my physical, emotional, mental, and spiritual health, my faculties, my levels of consciousness, my mind and my soul in all their wholeness. I do not have the Right, under any circumstances, to take the life or to otherwise willfully harm, injure or cause illness or pain to any other individual human being who voluntarily breathes the breath of life. Neither do I have the Right to possess weapons of any nature, offensive or defensive, or any instrument whose singular purpose is to cause harm, injury, illness or pain. I affirm that my best defense and defense of others is not through strength of force, but through strength of intelligence, reason, will, love and compassion.

Article B-2. It is my RESPONSIBILITY when it is within my ability and capacity to do so, to offer life, healing and protection to all other individuals who are in danger, who are injured or ill, no matter what the circumstances or personal risk. By my loving presence of being, and my inner compassion, I affirm the protection of every human life around me, from the moment of their birth to the moment of their cessation of conscious breathing, heart and brain activity. I do not have the Right to sustain life artificially in another individual beyond these limits, pre-birth or post-death.

Article B-3. I have the RIGHT to life sustenance—to have adequate and comfortable shelter, appropriate clothing for the climate, an efficient, clean energy source, clean air, nourishing food in quality and quantity, plenty of pure living water for both intake and hygiene, clear full sunlight, uninfringed opportunities for and exchange with any other individuals in matters of spiritual growth, health care, all available services, communications, information, self-expression, learning and instruction, and a surrounding healthy environment totally free of all toxins and pollutants, extreme frequency and high energy transmissions, excessive noise, any form of harmful drugs, addictive substances or weapons of any nature.

Article B-4. I have the RESPONSIBILITY through my Right of access of usage, and through my fair exchange of services for services, to acquire all necessary bounty, goods and items that fulfill my life sustenance needs, and the life sustenance needs of any child within my care below the age of puberty. I am also Responsible to my fellow human beings that whatever activity I engage in as part of my choice of lifestyle, that it or any by-product or consequence thereof does not infringe in any way upon the Rights and Responsibilities of other individuals, the living things of the planet, or upon the living consciousness or beauty of the Earth and its environment.

Article B-5. Just as I have the Right to life, I also have the RIGHT to death, if I so choose. Especially in situations where I may suffer from disabling old age, lingering injury that will prove fatal, or terminal incurable illness, or where a decision is necessary to save another human life in deference to my own, I with full consciousness, sound mind and stable emotions, may voluntarily choose the manner of my own death.

Article B-6. In making a choice of death, it is my RESPONSIBILITY that my choice does not infringe upon the Rights and Responsibilities of other individuals, nor upon their life or health, and does no damage to the Earth and its environment, its consciousness or any living thing. I affirm also that my choice is made without undue distress for other individuals in my life, that every effort be made to reach a mutual understanding as to the reasons for the choice, before the choice is carried out.

Article B-7. I have the RIGHT, through mutual loving agreement with my sexual partner, to procreate life naturally or by other means, to bring children into the world and raise them, and care for them until they reach the age of puberty.

Article B-8. It is my RESPONSIBILITY to insure that the sexual act of procreation, the periods of pregnancy, birth and child-rearing do not infringe upon any of the Rights and Responsibilities of all the individuals involved. If such cannot be guaranteed fully, then I recognize that it ultimately is the mother's choice as to whether or not fetal life should be continued, during the period before it has the ability to take its first breath of life on its own. Past this period of pregnancy, and once born, I and my sexual partner, or any other individual who wishes to take responsibility for the child, shall to the best of our abilities and capabilities preserve, maintain and improve the life and life sustenance of the child, until they reach the age of puberty. If I can no longer be responsible for a pre-puberty child, then I may give over responsibility for the child's life and life sustenance to any other individual by mutual agreement, with sensitivity given towards the benefits for the child.

Article B-9. Recognizing as I do that diversity is an essential of life, I affirm that I have the RIGHT not to be subjected by any other individual to any form of bias, prejudice or segregation, whether it pertains to differences in physical form, age, sex, color, race, spiritual beliefs or practices, intelligence, abilities and capabilities, language, culture, nationality, customs, mannerisms, dress, background, parentage, community, service specialties, or lifestyle. I do not have the Right to subject any other individuals to any of the same.

Article B-10. I have the RESPONSIBILITY to affirm with a sense of pride that I am a unique individual having unique contributions, and I honor and respect the uniqueness of all other individuals and their contributions, while at the same time recognizing that we are all members of the same family of human beings upon the planet.

Article B-11. Recognizing as I do that harmony in inter-relationship is an essential to life, I affirm that I have the RIGHT not to be subjected to any outmoded illusory or artificially-created and maintained form of separation upon the planet or among humanity, whether it be national, state, provincial or territorial boundaries, or any form of political, military, police or legal authority, or any form of social status, religious hierarchy, economic class structure or cultural caste systems. I do not have the Right to subject any other individual to such forms of separation.

Article B-12. It is my RESPONSIBILITY as an inhabitant upon one world, that I fully affirm the inter-connectedness and harmony of all life, of all consciousness, all minds and all spirits as living together in Oneness.

DECLARATION SECTION C. ARTICLES OF THE EARTH

Article C-1. I have the RIGHT to claim and to use the land surface or water expanses, or the atmosphere of the Earth, to create space for any purpose I choose. This may be as a Sacred Space for spiritual growth and ceremony, a space for life sustenance, a space to partake of the Earth's bounty, a space dedicated to the exclusive use of the nature kingdoms, a space to preserve flora, fauna and mineral life, a space for historical preservation, a personal private space, a quiet meditative space, a playing space, an athletic space, a sharing space, a living space, a sleeping space, a healing space, a space in which to die, a space for creativity and production, a space for offering services, a space for self-expression, a learning space, a counseling space, an arbitration space, or any variation of these spaces described. I also have the RIGHT to give as a gift my space to any other individual, giving them my full claim or right of access of usage to them, or willing it to them as a last request before death. I also affirm that if upon my death I have not designated my space claim to any individual, then I agree that my space may be given to anyone who asks for access of usage.

Article C-2. It is my RESPONSIBILITY that whatever space I claim and use, that it be for definite purposes, that I ask permission for its utilization from the Earth Spirit and the Spirit of Creation, that I fully cooperate with the other nature kingdoms in its co-creation, and that I use only what I absolutely need and no more. I understand that I in no manner own the space, that the space is a gift to me from the Earth, that I am merely its caretaker and steward, and it is to be respected and honored as an aspect of a living entity no lesser in importance than myself. I am to preserve, maintain and improve the life, consciousness and beauty of the space to the best of my abilities and capabilities, to also respect and welcome without reservation or limitation any other individual human being who wishes to enter the space, providing they respect and honor its use, purpose and sacredness. I affirm that I cannot claim or use space already occupied by someone else, nor that my claim or use will infringe upon the Rights and Responsibilities of others, or the claim or use by other individuals of their space. I also agree that whatever space I claim, that I also designate an equal area of space to be left wild and uninhabited by human beings, dedicated to the nature kingdoms of the Earth and their domain, yet which I am to manage and care for as I would the space that is within my use.

Article C-3. I have the RIGHT to partake of all the bounty of the Earth. This includes the use of all flora, fauna, mineral and basic elements in whatever form, for purposes of spiritual growth, life healing, life sustenance, voluntary death, and the creativity and production of goods and items, and for all purposes of expression and learning.

Article C-4. It is my RESPONSIBILITY as an individual steward of the planet, that whatever I partake of which the Earth gives to me as a gift, that I have genuine purpose and need for it, particularly when it may involve the taking of flora, fauna or mineral life, that I ask permission from the Earth Spirit and the Spirit of Creation for its use, that I be constantly in harmony with all nature kingdoms of the Earth, that I make the commitment to utilize all aspects of what I take without waste, and with as much recycling and re-usage as possible, and that I make every effort, where it is within my ability and capacity to do so, to return to the Earth twice that which I have taken. Examples: For every tree I may cut down, I will help plant two more. For every ear of corn I eat, I will grow two more to be given to the fauna of the Earth, or to provide seeds for growing corn plants in wild spaces dedicated to the nature kingdoms.

Article C-5. I have the RIGHT to take the bounty of the Earth and, by means of my abilities and capabilities, to use it to create or produce goods and items, for my personal needs and the needs of others, in whatever form or quantity I so choose. I recognize, however, that the basic concepts of private exclusionary ownership, and accumulation of goods and items, are outmoded and illusory. In the past, these have led to greed, waste, destructive competition, and most tragically of all, the grossly unequal distribution of the Earth's bounty among the entire human family, causing poverty, starvation, war and disease. I affirm that whatever of Earth's bounty I partake of, or items and goods I create or produce, having originated out of the bounty freely given to me by the Earth, I now freely give it all in return, to myself and to all other individuals, who are in need and ask for access of usage. I understand and desire to fulfill the new concept of planetary cooperation, based on placing value not on mere bounty, goods and items, but instead on the personal services of the individual who creates and produces, as an exchangeable commodity.

Article C-6. It is my RESPONSIBILITY that, with pride in my work, and honor and respect for all other individuals, I instill and maintain the highest quality in all that I may create or produce. As a minimum, I am obligated by love and compassion to partake from the Earth, or to create or produce, enough bounty, goods and items sufficient for twice my personal needs, and to share the overflow with any other individual without restrictions or limitations, who is in need and asks for access of usage. I understand that I may contract, as a service, to distribute my bounty, goods and items to any number of individuals within my community, or any neighboring communities, in fair exchange for other comparable services. I agree that, for whatever number I contract for, I will create or produce a reasonable overflow amount in order to share that overflow with other individuals in need, and who ask for access of usage. I affirm that my creativity and production will in no way be wasteful, nor will it infringe upon the Rights and Responsibilities of other individuals to create and produce their bounty, goods and items, whatever those may be, and does no harm or damage to the Earth's environment, either in their creation, production, distribution, usage or disposal once usage is completed. I also affirm that I will not create or produce goods or items which can be used to willfully cause harm, injury, illness or involuntary death of any individual.

Article C-7. I have the RIGHT to free access of usage to all the Earth's bounty partaken of by other individuals, and to all that has been created or produced by other individuals. In balance I also have the RIGHT to possessive usage, that if bounty, goods and items in my keeping are actively being utilized, I have the RIGHT to continue usage until such time that it no longer fulfills an immediate need or purpose, and I am willing to pass it on to other individuals. Conversely, other individuals have the RIGHT, when they are in need, to ask for access of usage of any of my bounty, goods and items, whenever I can show no personal immediate need or purpose in its continued possession. Other individuals too have the RIGHT to declare possessive usage, to continue to utilize their own bounty, goods and items, only as long as there is an active immediate need or purpose for them. In this way, no one fully has ownership of any thing, everyone may temporarily possess things only as they need them, and nothing that could be useful sits idle and unusable.

Article C-8. It is my RESPONSIBILITY to be fully honest in my assessment of my needs and purposes, in asking for access of usage or declaring possessive usage, in balance with others' needs and purposes. I also affirm that my giving or receiving bounty, goods and items is to be done with no infringement of the Rights and Responsibilities of any other individual, nor will harm the Earth, life, consciousness and the environment.

Article C-9. I have the RIGHT to specialize in and offer one or more creative or producing services, or any other type of services, to place value upon my services, and to the fair exchange of services with other individual's services, value for value, in mutually acceptable agreement, which can be drawn up into verbal or written contracts before exchanges are transacted.

Article C-10. I affirm that it is my RESPONSIBILITY to offer my services to the best of my abilities, with the best efficiency and quality, fulfilling all aspects of mutually agreed upon contracts, always in honor and respect to all individuals served, and without infringement of individual Rights and Responsibilities, or harm to the Earth, living things, consciousness and the environment.

Article C-11. I have the RIGHT that whatever of Earth's bounty I partake of, or whatever items or goods of my creation or production, or whatever services I have to offer, that none of these will be subjected to being valued as a form of credit, or money, or taxation, or any other form of illusory media of exchange, recognizing that these are artificial and outmoded forms of value representation. I do not have the Right to subject others' bounty, goods and items, or services, in the same manner.

Article C-12. I have the RESPONSIBILITY to fully affirm that my true value is in who I am, and what I can do, and I honor and respect the same real values in all other individuals.

DECLARATION SECTION D. ARTICLES OF EXPRESSION

Article D-1. I have the RIGHT to express any statement on any subject, in any manner, by any means, at any time, anywhere, to any individual of my choosing, without limitation or censorship imposed by others. More specifically, examples of expression may be through the media of speech, film, video, writing, story form, song, music, visual art, sculpture, drama, mime, dance or any combination thereof. Expression may be in the physical through athletics, or theater, emotionally through acting and the arts, intellectually through authorship, debate or teaching, or spiritually through guidance and counseling, ritual and ceremony. Examples of subjects of expression may include any issue of a personal, planetary or spiritual nature, past, present or future, dealing with any aspect of individuality, humanity, the Earth, life, consciousness, visible and invisible realities, the Universe, and the Spirit of Creation, or any variation thereof.

Article D-2. I have the RESPONSIBILITY in expressing myself that what I say on whatever subject, by whatever manner and means, that it be done exemplifying my best abilities and capabilities of intelligence, factualness, reason and logic, truth and honesty, with honor and respect for the individual and the human family as a whole, with sensitivity toward still growing and maturing minds, emotions and spirituality, with the inner spirit of understanding, love and compassion, and which causes no undue stress, harm, injury, illness or involuntary death, nor infringes upon the individual Rights and Responsibilities of others, nor harms the Earth, life, consciousness and the environment. I am also prepared to answer any other individuals in response to my initial expressions, in the same responsible manner.

Article D-3. I have the RIGHT to access of usage to all services specializing in information storage and retrieval, or any form of accumulated knowledge, wisdom and experience available upon the planet. I have the additional RIGHT to unlimited and uncensored access of usage to all forms of communication systems and their interconnections, as well as the RIGHT to freely communicate and express myself through, and share as a service, my personal or collected knowledge, wisdom and experiences, with all other individuals by means of the various communication systems, and other facilities. I do not have the Right to interfere with the collecting, storage and transmission of any information, communications or expressions, or to delete, erase, change, alter or falsify any information, or demand any form of credit exchange for any information, communications or expressions.

Article D-4. I have the RESPONSIBILITY to express myself through the various communication systems in the same responsible manner as I would with any other individual. I am also Responsible to help in the development, maintenance and growth of a truly open and world-wide communication system, as an exchange of service for service.

Article D-5. I have the RIGHT to access of usage to all existing learning or instructional centers or facilities, to any source of collected knowledge, wisdom and experience, and to freely choose any individual offering their services as a teacher, for my learning and instruction. I do not have the Right to learn, or to teach or instruct, any subject which willfully acts or intends to act with harm, injury, or causes illness, or the involuntary death of any individual, nor does damage to the Earth, life, consciousness or the environment.

Article D-6. I recognize that my learning is my own personal RESPONSIBILITY and mine alone, that I may not be subjected to or subject others to any set universal requirements of courses for illusory or outmoded degrees, or certificates of education. Yet I am Responsible for the quality of what I share of my learning, in my services to others as a teacher. I recognize that the demand for my services is fully dependent on what I myself first have acquired, assimilated and practiced, and my ability to share with other individuals, in the spirit of honor, respect, love and compassion.

DECLARATION SECTION E. ARTICLES OF INTER-RELATIONSHIP

Article E-1. I have the RIGHT to enter into any form of inter-relationship with any individual or group of individuals of any number, sharing and living within our spaces together and forming our own community, for any purpose which does not infringe upon the Rights and Responsibilities of other individuals, the Earth, life, consciousness and the environment.

Article E-2. It is my RESPONSIBILITY not to subject any individual I enter into inter-relationship with to any outmoded, or illusory, or artificial form of sexual, marital, family relation, social, religious, cultural, political, business, corporate, economic, legal, military or educational form of inter-relationships, and that I shall not be subjected to any of the same.

Article E-3. As a physical being, I have the RIGHT to enter into any form of physical exercise, sport or gymnastic inter-relationship, with any other individuals I choose.

Article E-4. I have the RESPONSIBILITY to fully recognize the physical uniqueness and talents of each individual, not through competing against each other in the sense of aggressive contest, in which individuals lose or win to gain an illusory prize, but rather in the spirit of true cooperation, love and compassion. Let each person compete only with themselves for their own physical improvement, and let all individuals honor and respect each other for what they themselves alone, or in a cooperative team inter-relationship, can accomplish.

Article E-5. As a sexual being, I have the RIGHT, in mutual loving agreement, and with mutual honor and respect, to enter into a sexual inter-relationship with one or more sexual partners over the age of puberty, regardless of sex or sexual preferences.

Article E-6. I have the RESPONSIBILITY not to subject any individual to any outmoded or illusory social, religious, legal or cultural concepts and taboos regarding moral standards, courtship, marriage, adultery, divorce, or any other form of conflict-causing artificial bonding by obligation, or regarding any heterosexual, bisexual or homosexual practices. Neither will I subject others to the same. I affirm that in creating, maintaining or ending a sexual inter-relationship, that I do so with no harm, injury, illness or involuntary death caused to any individuals, the Earth, life, consciousness and the environment. I also affirm that I be continually sensitive to the physical hygiene and health, and the emotional, mental and spiritual well-being of all individuals involved, honoring and respecting their singular, multiple or other sexual preferences and living arrangements.

Article E-7. As a procreative being, I have the RIGHT, as declared in Article B-7, to have children, to raise them and have a mutually loving, compassionate, honoring and respectful inter-relationship with them.

Article E-8. It is my RESPONSIBILITY that the raising of children and the number of children does not infringe upon the Rights and Responsibilities of any individual, the Earth, life, consciousness and the environment. I also affirm that I, with all other procreative partners who brought them into being, are responsible for the children's life, life sustenance, and their physical, emotional, mental and spiritual growth and well-being until they reach the age of puberty. We also affirm that we will not subject our children to outmoded and illusory forms of parental bias or expectations, family bonding by obligation, or educational institutions. We offer only a balance of loving guardianship with firm discipline, teaching them and preparing them, first and foremost, how to become a fully functional self-reliant, self-sufficient, intelligent, creative, loving, compassionate, productive, servicing, spiritual, independent yet interdependent human individual, once they reach the age of puberty.

Article E-9. As a child, a developing being, I have the RIGHT to receive from my guardians all the benefits outlined in Articles B-7, B-8, E-7 and E-8. In addition, I have the RIGHT to expression, to voice my needs to be fulfilled, and my opinions, in a fully responsible manner of expression, to those guardians raising and caring for me, until the age of puberty. I also have the RIGHT by mutual agreement of the guardian individuals involved, to choose my teachers, to choose what services I may specialize in, to choose what bounty, goods and items I may potentially partake in, create or produce once I reach puberty, and to choose what spiritual guide or counselor I wish to enter into inter-relationship with. Once I reach the age of puberty, which is a level of physical, emotional, mental and spiritual maturity that is mutually agreed upon by my guardians and myself, I have the RIGHT to permanently leave the care of my guardians and to claim and abide by all Rights and Responsibilities of the Declaration, contained herein.

Article E-10. I have the RESPONSIBILITY to honor and respect my guardians for the life which they have given me, for the opportunities of initial growth and experience they offer me through love and discipline, and that I will do no harm, or cause illness, or involuntary death to my guardians, nor infringe upon their Rights and Responsibilities, the Earth, life, consciousness and the environment while in their care.

Article E-11. As a compassionate and cooperative being, I have the RIGHT to join with other individuals in developing a community, which can be composed of any number of individuals who are in any form of inter-relationship. I affirm that the purpose for a community is to be primarily mutually beneficial and mutually supporting, combining individuals together who are willing to share their spaces together, who have services, and are in need of services, that are directly exchangeable, value for value, who partake, create and produce bounty, goods and items which supply the full and immediate needs of all individuals within the community, and who offer a sufficient variety of teaching, instruction, guidance and counseling for all individuals involved. I also have the RIGHT to join or leave a community, and enter into another community, in mutual agreement with all other community individuals.

Article E-12. I have the RESPONSIBILITY not to subject any outmoded or illusory forms of social, economic, political, legal, military, religious or cultural structuring upon any other individual I share community with, nor to be subjected to the same. I affirm that my community inter-relationship is in the spirit of love, compassion, honor and respect for all individuals, and does not infringe on their Rights and Responsibilities, the Earth, life, consciousness and the environment. I fully recognize my value and my contributions, in balance with the values and contributions of all other community individuals, and I seek an ongoing workable and self-perpetuating harmony in all respects with the whole of the community, and all its individuals and their activities and services.

Article E-13. As a learning and teaching being, as a partaking, creating and producing being, as a being giving in service, as a spiritual being offering guidance and counseling, I have the RIGHT to enter into any inter-relationship which involves sharing these activities with any other individual, or group of individuals. I do not have the Right to infringe upon any individual's Rights and Responsibilities to engage in these activities or inter-relationships, or that in doing so that it harms the Earth, life, consciousness or the environment.

Article E-14. I have the RESPONSIBILITY to honor and respect any inter-relationship and its activity, to not compete with but rather to cooperate with, and mutually learn and grow from, similar inter-relationships and activities, to honor and respect the value of each individual and their contributions within the inter-relationships, as they unfold, and to fulfill with love and compassion all needs and purposes of individuals joined into inter-relationship, and partaking in its activities.

DECLARATION SECTION F. ARTICLES OF ARBITRATION

Article F-1. I have the RIGHT that in the case of a dispute or disagreement between myself and another individual, or individuals, over the exercise of any Rights and Responsibilities, claims of space, access or possessive usage, service contract fulfillments, child-raising agreements, any harm, injury, illness or involuntary death to individuals, or damage to the Earth, life, consciousness or the environment, or any other form of disagreement, that I may petition, or be petitioned by, the individual or individuals involved, for arbitration. Through arbitration, I have the RIGHT to seek all just fulfillment due me, or full retribution for anything harmful done to me, my children under the age of puberty, or my spaces. The process of arbitration, I affirm, is to take place in a neutral space designated for arbitration, chosen by both sides in agreement. By mutual agreement also , both sides shall choose three individuals who have no connected interest in the outcome, to temporarily act as arbiters. Once chosen and fully accepted by both sides in agreement, the arbiters cannot be dismissed until exercising their duties to their completion. The arbiters will listen to each involved individual's arguments, and to any supporting witnesses petitioned by either side, or by the arbiters themselves. I affirm that I and all other individuals on each side, as well as the arbiters, have the RIGHT to ask any question of either side or their witnesses. Once arguments and questionings have been sufficiently concluded, the arbiters will then deliberate among themselves to come to a consensus decision. If a consensus among the three arbiters cannot be initially reached, arguments and questionings will be presented again by both sides and their witnesses, until consensus is reached. In the case where restitution is the issue, the arbiters have the sole duty to determine what kind of restitution, and the manner and time limits that restitution can be made. I affirm that I do not have the Right to interfere, bribe or threaten any individuals involved on either side, any witness, or the arbiters, before, during or after the arbitration process. I agree fully to the arbiters' decision as final and just, and will abide by, and exercise that decision, to its complete manifestation. If chosen as an arbiter, I will fulfill that duty with an honor and respect for all individuals concerned, with absolute fairness and compassion.

Article F-2. It is my RESPONSIBILITY that I, and I alone, defend myself or make accusation, present my arguments, and question all individuals and witnesses during the arbitration process, that I may not be subjected to, nor will I subject others to, outmoded and illusory forms of legal representation or precedence, or judicial systems of law. I affirm that all arbitration processes will be carried out in an orderly and responsible manner of expression, and with mutual respect and honor for all individuals, without infringement of individual Rights and Responsibilities, or harm, injury, illness or involuntary death to others, nor with damage to the Earth, life, consciousness and the environment.

Article F-3. I have the RIGHT, if I find that an individual I was in dispute with, after receiving a final arbitration decision, has refused to abide by that decision, that I may petition for arbitration again, this time for a decision as to whether or not the individual is to receive the maximum penalty, which is to be isolated from their community and all other communities, to be denied access of usage to any other individual's bounty, goods and items, or any services, until such time that the individual abides with the original arbitration decision. The same RIGHT may be directed toward me for exactly the same reason.

Article F-4. I have the RESPONSIBILITY to be as certain as possible that lack of compliance with the original arbitration decision is being willfully ignored or refused, that I exercise all my love and compassionate patience, giving every opportunity possible for fulfillment, and that my second petition is made only after every other avenue to mutual agreement in acceptance and full compliance of the decision is exhausted. If I exercise such a loving and understanding patience for other individuals, I may hope to receive the same from others if the situation is reversed.

DECLARATION SECTION G. ARTICLES OF DECLARATION AMENDMENT

Article G-1. As an individual human being who has reached puberty, I have the RIGHT to amendment, to compose and propose any additional Articles to any given Section of the Rights and Responsibilities in the Declaration. I affirm that I do not have the Right to delete, change, alter, falsify or contradict the letter or meaning of all existing Articles, that the purpose of my Right of amendment is to help better amplify, expand upon, extrapolate, clarify or define aspects of the Declaration not previously covered, to meet any new human or planetary conditions, and that it does not inherently infringe upon the existing Rights and Responsibilities of any individual, or the Earth, life, consciousness or the environment. I agree that my Right of amendment always includes an Article of Rights balanced with an Article of Responsibility, dealing with the same subject matter. I affirm that I also have the RIGHT to debate freely on proposed Articles, the RIGHT to vote yes or no on proposed Articles on a one person one vote basis, the RIGHT to enter into arbitration process concerning proposed Articles, and the RIGHT to be a full participant in all manners of the process of implementation.

Article G-2. It is my RESPONSIBILITY that I affirm that no Article can be included in the Declaration until the full process of implementation is completed. The process of implementation begins when proposed Articles have been first composed and put into a final definitive form by the individual or individuals initiating them. They are then to be disseminated and presented in full, and without further change, to each and every individual throughout the planet, by means of every available communication system. There is to follow a sufficient period of free and open discussion and debate, again primarily through world and community communication systems, in which any individual by exercising their Rights and Responsibilities of expression may take part in arguing the pros and cons of the proposed Articles of amendment, to be tallied through all communication systems. If a unanimous consensus vote is in favor of implementation, then the Articles are to be added to the appropriate Section within the Declaration, and are to be abided by fully by all individuals, as given and written. If a unanimous consensus is not reached, then the individual or individuals who initiated the proposed Articles has the choice to drop the Articles altogether, revise the proposed Articles, and subject them again to dissemination, debating and voting, or to take the Articles as originally proposed and with agreement of opponents to the proposed Articles, enter into a full process of arbitration. If after arbitration the arbiters in consensus are in disfavor of the proposed Articles, then the proposed Articles are to be permanently dropped from reconsideration of amendment. If the arbiters in consensus are in favor of the proposed Articles, their reasons for favor may be attached to the proposed Articles, and the proposed Articles may be presented for direct voting again. This may occur as many times as necessary, until the proposed Articles are either dropped, or agreed upon for amendment by unanimous consensus, by all voting individuals.
